文化首都臺南以豐富的文化傳統與藝術發展著稱，經過不同世代的持續努力與守護，才能擁有今天的成就。進入國會服務後，我一直很關心臺南的文化建設，除了在2020年爭取文化部前瞻2.0預算補助臺南的再造歷史現場專案計畫，也在2023年爭取文化部藝文場館升級計畫，來整修臺南文化中心和生活美學館，要將臺南打造成文化藝術蓬勃發展的城市。
蘇奕榮老師一直是我很尊敬的藝術前輩，他長期在臺南耕耘，又具有國際視野，這樣的經歷也造就了他今日的成就。他曾經受教於名師沈哲哉，對於傳統油畫技法相當熟稔，而後留學美國，並且至世界各地美術館、博物館參觀，汲取創作養分，讓他可以醞釀出自己的個人特色與風格，走出自己的創作之路。更難得的，是他有著很活潑的創意，能夠從文化創意產業的角度，推出「四百曙光—蘇奕榮經典油畫紀念酒」，呼應臺南四百的主題，為城市文化進行行銷。
很高興2024年在慶祝臺南四百的同時，能夠看到蘇奕榮老師蒞臨臺南文化中心，跟大家分享他精采的作品。祝福他的創作能夠更上一層樓，就像他的代表作「曙光」一樣，豐富的色彩與光芒，讓人有著對未來的憧憬與想像，也帶給這座城市，文化的期許與希望。

Tainan, the cultural capital, is renowned for its rich cultural heritage and artistic development, achievements made possible through the continuous efforts and guardianship of different generations. Since entering parliament, I have been deeply concerned about the cultural construction of Tainan. In addition to advocating for the Cultural Ministry's Forward 2.0 budget in 2020 to subsidize Tainan's "Reconstruction of Historical Sites" project, I also secured the Cultural Ministry's Arts and Culture Venue Upgrade Project in 2023 to renovate the Tainan Cultural Center and the Gallery of Aesthetic Life. My aim is to transform Tainan into a city thriving with cultural and artistic vitality.
Su I-Jung has always been a respected artistic senior figure for me. With his long-term dedication in Tainan and international perspective, his experiences have contributed to his achievements today. Having studied under the renowned master Shen Che-Tsai, he is highly proficient in traditional oil painting techniques. He later studied in the United States and visited art galleries and museums worldwide to draw inspiration for his creations. What's even more remarkable is his vibrant creativity, as evidenced by his launch of the "Dawn of 400 - Su I-Jung’s Classic Oil Painting Whiskey," aligning with the theme of Tainan Four Hundred to market urban culture.
I am delighted that in 2024, amidst the celebration of Tainan Four Hundred, Su I-Jung will come to the Tainan Cultural Center to share his splendid works with everyone. I wish his creations to reach greater heights, much like his masterpiece "Dawn," with its rich colors and radiance, inspiring anticipation and imagination for the future, and bringing cultural expectations and hopes to this city.
